Based in El Mirage, Arizona, SWCP has earned its place among the industry’s elite through a combination of technical discipline, field-tested innovation and a crew culture built on doing things right the first time.
Origins in Opportunity
Founded in 2008, Southwest Concrete Paving began with a clear opportunity: to bring disciplined, high-quality paving to projects across Arizona and the Southwest. What started with a few Arizona Department of Transportation (ADOT) jobs soon grew into large-scale military contracts — where expectations are high, tolerances are tight, and there’s no margin for error.
“We pave where precision is non-negotiable,” says Dave Rath, Vice President at SWCP. “Every batch, every pass, every finish — it all matters.”
That mindset transformed SWCP from a regional player into a trusted partner for paving runways, taxiways and aprons that must perform flawlessly under the weight of the world’s most powerful aircraft.
Technical DNA
For Rath, the work is part science, part craftsmanship. With a background in quality control and materials engineering, he approaches mix design as a technical puzzle.
Different bases, climates and aggregate sources mean every project starts from scratch — and Rath’s team thrives on that complexity. Whether adjusting for temperature extremes or regional aggregate characteristics, SWCP’s approach is deeply analytical.
“Everywhere we go, the materials are different — cement type, fly ash slag. The challenge is finding the right combination to meet spec and perform long-term,” Rath explains.
That drive for consistency under changing conditions has become part of SWCP’s identity - a defining trait of a true Concrete Champion.
Culture of Quality
At SWCP, quality control is a shared responsibility.
SWCP builds its own 3-D paving models in-house, keeps QC testing close to the field, and maintains open lines of communication between design, batching and paving teams.
“QC starts with buy-in from everyone,” says Rath. “From the superintendent to the finisher to the laborer — everyone understands the details that make the difference.”
Even the company’s tech support follows that standard, responding around the clock to ensure that the work never stops and every pour meets spec. It’s this total-team mentality that separates good from great.
Partnership Matters
A decade-long partnership with Master Builders Solutions has played an essential role in SWCP’s journey.
From early ADOT projects to today’s massive airfield and highway contracts, Rath’s team relies on Master Builders Solutions’ technical expertise, on-site support and advanced admixture technologies to push boundaries in performance and sustainability.
That partnership with Master Builders Solutions was especially visible on the paving project to widen I-10 in Tucson, where locally available aggregates created a serious mix design challenge. The solution came in the form of MasterEase water-reducing and conditioning admixture, which improved consistency, finishability, and placement speed of the concrete, all while reducing cement use by up to three-quarters of a sack per cubic yard.
“I don’t know how we would’ve gotten the job done without MasterEase,” Rath admits. “It helped me sleep at night. I knew the mix would perform.”
The collaboration saved SWCP thousands of tons of cement and countless hours of labor, proving that partnership can turn obstacles into achievements.
Advice from the Field
Asked what defines a Concrete Champion, Rath doesn’t hesitate.
“Good people solve problems,” he says. “Never say you can’t, just figure out how to do it. That’s our philosophy driving every project.”
